Montenegro remains one of the most sought-after property markets on the Adriatic: the coast from Herceg Novi to Ulcinj drives apartment and villa sales, Podgorica carries the largest volume of city apartments, and the mountain north (Kolašin, Žabljak) grows with year-round tourism. Foreign citizens can buy property in Montenegro on the same terms as locals (agricultural land excepted); the transfer tax is 3–6% depending on value.
